In health research, duplicated reviews were common enough that a registry was built to prevent them. PROSPERO, launched in 2011, lets teams register a systematic review's protocol before they start. Others can see what's underway, and the finished review can be compared with its plan. For a group notebook, the equivalent is to write the question in the notebook's description, then give each section one angle and one owner before anyone starts citing.
